Just like I had when I was in the military. In that scenario, they are used for uniformity and to look "squared away" but in a SHTF situation they keep the ends of your pant legs from getting hung up on sticks or rocks and prevent the ends of them from fraying and even from getting wet to an extent. This isn't an item that needs to be sold to you. If you want them you've already used them in the past and already know what you'll be getting.
